ABSTRACT: Central America has been for years a place of one of the most serious conflicts in the world.The regional situation has been characterized by armed conflicts and human rights violations.Continuous rule of the olicharcs, family dynasties, the injust distribution of land, the repression of the indigenous people, and the involvement of foreign states in the regional affairs have prolonged the solution of the crisis, and created national liberation movements.In various countries of the region, foremost in El Salvador, Guatemala and Nicaragua the people suffer from a bloody civil war with serious human rights violations. In the last years the situation has improved, for some extent.In Nicaragua it seems possible to end the war and begin the reconstruction of the economy.In Guatemala the government and the guerrilla groups have agreed to democratizize the country and to end the civil war, which during the 30 years has caused the death of 100 000 people.In El Salvador, the United Nations started on 26 of July 1991 a human rights program, aiming to control the development of the human rights situation in the country for one year.In Honduras, the country focused in this study, the situation has been improved since the first years of 1980, when the studied disappearances happened.

ABSTRACT: When Patricio Aylwin became the President of Chile, on March 11, 1990, he had promised to resolve the human rights legacy of over 16 years of military dictatorship, through a process of exposing the truth about past abuses and seeking justice.President Aylwin's efforts have been hampered by the Constitution of 1980 that defines a form of government that falls short of full democracy.Various limitations have forces the government to adopt a style it calls the "politics of agreements", a search of consensus and compromise. The concept of conciliation, as promoted by President Aylwin, implies forgiveness for past abuses by the victims and repentance by the victimizers in the interests of national coexistence.Victims maintain that reconciliation is not possible without both truth and justice; the President has made it clear that he expects justice "so far as possible".

ABSTRACT: Since 1987, Argentina has seen a slow but seemingly inexorable retrenchment of men of arms and their civilian allies to resist the process of truth and justice and demand political vindication for what they consider a victory over subversion.As a result of new laws and two presidential pardons, the Argentine experiance has ended with only a handful of officers convicted and even those now free from prison. Despite this capitulation from the ideals of truth and justice, the Argentine experience offers a very positive balance.The world has come to know that it is possible, through investigations conducted with complete integrity, to reveal painful truths, and that duly constitued courts can provide scrupulously fair trials on massive human rights abuses and render exemplary decisions. This update describes that process.

ABSTRACT: The colonels who dominate the current provisional government in Haiti are in the majority Duvalier loyalists and represent no change from the past.The findings in this report indicate that there has been scant progress in halting human rights violations by the security forces, in investigating past abuses and in bringing to trial corrupt officials and military officers responsible for past and present abuses. United Sates policy towards Haiti subsequent to the ouster of the Duvaliers has not helped to advance human rights.Rather than encouraging an effort to investigate past and current abuses, the United Sates has rushed to put a stamp of approval on the human rights practices of the Duvalier-appointed provisional government.

ABSTRACT: The government of Panama has engaged in a widespread pattern of human rights abuses, particularly since the outbreak of a profound political crisis in June 1987.Among the most prevalent abuses are the beating and jailing of hundreds of demonstrators, the inflicting of widespread and at times serious injuries by the use of birdshot to break up demonstrations, the housing of political prisoners together with violent criminals in substandard conditions, vandalism by the police forces, abuses against medical neutrality, and the silencing of the opposition press.These abuses are compounded by serious flaws in the administration of justice. In this first report on Panama, Americas Watch details these problems and formulates a serioes of recommendations to strengthen Panama's civilian institutions in an effort to improve the human rights situation.
